Background of the Study
Youth unemployment remains a significant challenge in Nigeria, particularly in regions affected by conflict, such as Borno State. Biu Local Government, like many other areas in the Northeast, has experienced a rise in youth unemployment due to socio-economic factors, including insecurity, limited access to education and skills training, and inadequate job opportunities. In response, the Nigerian government has implemented several job creation policies aimed at reducing youth unemployment, such as the National Youth Employment Scheme, skills development programs, and youth entrepreneurship initiatives (Dawuda & Alhassan, 2023). Despite these efforts, youth unemployment rates in Biu remain high, and the effectiveness of these policies has been questioned. This study will investigate the impact of job creation policies on combating youth unemployment in Biu Local Government, focusing on the outcomes, challenges, and potential solutions to address the issue.
1.2 Statement of the Problem
Despite the introduction of various job creation policies, youth unemployment remains a pressing issue in Biu Local Government, with many young people unable to access meaningful employment opportunities. The lack of infrastructure, inadequate skills development programs, and challenges related to insecurity have impeded the effectiveness of these policies (Aminu & Salim, 2024). This study aims to investigate the effectiveness of job creation policies in reducing youth unemployment in Biu and identify areas for improvement.
1.3 Objectives of the Study

To assess the effectiveness of job creation policies in reducing youth unemployment in Biu Local Government.

To recommend strategies for improving job creation initiatives and addressing youth unemployment in Biu.

1.5 Research Hypotheses

1.6 Significance of the Study
This study will contribute to the understanding of how job creation policies can address youth unemployment in conflict-affected areas. The findings will inform policymakers and development agencies on effective strategies to combat unemployment and improve the livelihoods of youth in Biu and similar regions.
1.7 Scope and Limitations of the Study
The study will focus on the job creation policies implemented in Biu Local Government, Borno State. Limitations include challenges in accessing accurate data on youth unemployment and the impact of these policies, as well as potential biases in the data collection process.
